CCM calls on Governor to put long-delayed Town Aid Road payments on March agenda of State Bond Commission

The Connecticut Conference of Municipalities (CCM) today (Tuesday, February 23), in a letter to Governor M. Jodi Rell, called on her to include the bond authorization for Town Aid Roads (TAR) grants on the agenda for the March 26, 2010 meeting of the State Bond Commission

The Commission has yet to approve funding to make the already delayed, but promised $30 million dollar payment in Town Road Aid (TAR) grants to towns and cities.

The first TAR payment was scheduled to be paid last July and the second was due in January. Neither has been paid.

See the first attachment for complete letter to the Governor from Jim Finley, CCM Executive Director and CEO, and Tim Griswold, First Selectman of Old Lyme and CCM President.

See second attachment for town-by-town TAR grant totals.

Dear Governor Rell:

Towns and cities need your help. The Connecticut Conference of Municipalities asks you to include the bond authorization for Town Aid Roads (TAR) on the agenda for the March 26, 2010 meeting of the State Bond Commission. The first TAR payment was scheduled to be paid last July and the second was due in January. For the first time, the State Budget uses bonding to fund this important grant. By doing so the State saved as much as $30 million from general fund authorizations in what we all know to be a very difficult budget year. But it is a tough budget year for local governments too – and they have expended local funds for road maintenance and repair in anticipation of receiving TAR grants from the State.

We appreciate your past support for municipal aid programs and investment in transportation infrastructure. TAR is both.

If you have any questions concerning this important state-local issue, please contact either one of us via CCM at (203) 498-3000.

Thank you for your consideration.
